Do these night lights have a motion sensor? Are they dimmable?

No, they only feature a light sensor; therefore, they will remain on continuously in darkness. They are not dimmable either.

Will the night light obstruct the adjacent outlet?

It has a non-polarized and offset plug, so you can insert it facing up or down. If the adjacent outlet is occupied by a large plug, it may be slightly blocked.
